Safety Policy and Safety Management System Statement

Purpose. This policy states the commitment of CAQA SkyBridge Aviation to safety as its first priority and describes the safety management system through which hazards are identified, risks are managed and safety performance is measured.
1.Policy statement
Safety is the first priority of SkyBridge in every flight, every turnaround and every training sortie. The business will provide the resources, training and leadership needed to manage safety risk to a level that is as low as reasonably practicable. Commercial and schedule pressure will never override a safety decision made by a crew member, a ground handler or an instructor.
2.Scope
This policy applies to the airline, the ground handling operation and the flight training academy at every port. It covers employees, contractors, students and visiting operators handled under agreement. It is the parent document for the safety management system manual and for every safety procedure in the document library.
3.Safety management system
The safety management system has four components: safety policy and objectives, safety risk management, safety assurance and safety promotion. Hazards are recorded in the hazard register, risks are assessed using the SkyBridge risk matrix, controls are assigned to owners and their effectiveness is checked through occurrence data, audits and safety performance indicators.

4.Just culture
SkyBridge will not take disciplinary action against a person for an honest mistake, an error of judgement made in good faith or a report made about their own error. Reckless conduct, wilful breaches of procedure and impairment by drugs or alcohol are outside this protection. Reports made in the safety reporting system are used only for safety improvement.
5.Responsibilities
The chief executive is the accountable manager and is responsible for the safety management system. The safety and compliance manager administers the system and reports independently to the accountable manager. Every manager is responsible for safety in their area. Every worker must follow procedures, report hazards and occurrences and participate in safety training.
6.Safety objectives
The business sets annual safety objectives that are measurable and reviewed quarterly by the safety review board. Current objectives cover ground damage, unstable approaches, fatigue reports, dangerous goods errors and overdue corrective actions.
7.Review
This policy will be reviewed annually, after any accident or serious incident and after any change in the regulatory framework. The accountable manager signs every revision.
